The technical and vocational education and training reform program in Egypt {TVET Egypt} was under heavy pressures, due to minimum output and no value felt for the TVET sectors in the country. Dr. Khaled took charge of a major restructuring operation, designing a new structure with 40% of the positions made redundant, solid assessment of talents and selection of high performing/ high potential talents, developing a comprehensive HR model including performance management, objectives, KPIs and specific roles with action plans and timelines. Despite initial resistance, the model was full endorsed by all stakeholders, including the government and the European Union, and TVET Egypt went on to deliver effectively on all dimensions. Dr. Khaled, as a team leader designed a full set of policies, regulations, bi-laws and laws that govern every aspect of the TVET world in the country. He consolidated his work through designing and delivering capacity building workshops for rising talents within governmental and private sector beneficiary organizations, to ensure long term sustainability. He also led and orchestrated the design and development of the first comprehensive skill standards model in line with the globally renowned International Standard Classification of Occupation Model {ISCO}, which has been endorsed by all local and international stakeholders in Egypt, and the model is currently being deployed across all sectors through an intensive workshop model to ensure capacity building and knowledge transfer. Dr. Khaled has also designed and written detailed drafts for laws governing the Higher councils for Human Resources and for TVET, as well as the governing law for Sector Skills Council, as part of his responsibility.
